This bill authorizes a major league sports raffle at a home game conducted by an eligible organization, as defined, for the purpose of directly supporting specified beneficial or charitable purposes in California, or financially supporting another private, nonprofit, eligible organization that performs those purposes if, among other requirements, each ticket sold contains a unique and matching identifier, 50% of the gross receipts generated from the sale of raffle tickets are used to benefit or provide support for beneficial or charitable purposes, as defined, the other 50% is paid to the winner, and the winners of the prizes are determined by a manual draw, as specified.
Note: The regulation and enforcement of sports raffles is under the jurisdiction of the Department of Justice.

PROBLEM GAMBLING

This Budget Trailer bill, an urgency measure, makes technical changes to the Office of Problem and Pathological Gambling within the California Department of Public Health (Welfare and Institutions Code section 4369) and makes other changes to law. The bill, in part, renames that office the Office of Problem Gambling and substitutes the term "gambling disorder," as defined, for the terms "pathological gambling disorder" and "problem gambling." The bill also authorizes the gambling disorder prevention and treatment programs to provide services to an affected individual, which the bill defines as a person who experiences adverse psychiatric or physical impacts due to another person's gambling disorder. In addition, the bill authorizes the treatment program to include research and training components, as specified.
