Adrianna Alcala-Beshara, Deputy Director

Adrianna Alcala-Beshara was appointed Deputy Director of the Legislative and Regulatory Affairs Division on January 3, 2020. Prior to her appointment, Adrianna served as the Deputy Director of the Commission's Licensing Division since February 2017. Before joining the Commission, Adrianna served as the Assistant Chief of the Medi-Cal Dental Services Division (MDSD) at the California Department of Health Care Services (DHCS). At MDSD, Adrianna was responsible for the oversight of all operational activities for MDSD, including legislation and regulations, provider and facility licensing, beneficiary utilization and outreach, contracts, personnel, audits & investigations, data analytics, state hearings, and the Division's approximate $1.3 billion budget consisting of both federal and general fund resources. Adrianna possesses extensive experience consulting chief executive staff on factors of significant policy importance and implemented proposed recommendations to improve program performance, address emerging issues, and mitigate or solve major State-level matters. Adrianna's experience also includes extensive background in contract negotiations, performance monitoring, and dispute resolution. Adrianna's former positions at the DHCS include experience in the Substance Use Disorder Compliance Division where she was responsible for highly complex investigations concerning facility licensing, facility death, and counselor certification matters wherein Adrianna also served as the Department's subject matter expert at administrative and judicial hearings. In addition, Adrianna previously served in management at the Third Party Liability and Recovery Division wherein Adrianna was responsible for the oversight over twenty-three commercial contracts with many of California's leading commercial health insurance entities and audit performance entities resulting in approximately four billion dollar cost-avoidance and $71 million dollars in recoveries annually. Adrianna's private sector experience includes acting as a consultant for a variety of business entities and individuals in administrative, business, criminal, contract, employment, probate, and real estate law.

Adrianna possesses a Juris Doctorate from Lincoln Law School of Sacramento, Masters of Business Administration from Louisiana State University, and a Bachelor's degree from Arizona State University wherein her undergraduate studies focused in Business and Government. Adrianna is a member of the California State Bar Association, and a former member of the California Women Lawyers (CWL), and the Sacramento County Bar Association.
