Rebecca Kirk, Deputy Director
Legislative and Regulatory Affairs Division

Rebecca Kirk joined the California Gambling Control Commission (Commission) on September 19, 2022, as the Legislative and Regulatory Affairs Division Deputy Director.

Rebecca has extensive experience in legislative analysis, budget development, public policy, management, and communications. Prior to joining the Commission, Rebecca worked with the Department of Finance (DOF) where she filled various roles since September 2017, including Staff Finance Budget Analyst, Principal Program Budget Analyst II, and most recently Assistant Program Budget Manager (APBM). As APBM since April 2021, Rebecca managed and oversaw budget development and administration for all higher education-related entities in California, including the University of California, California State University, and California Community Colleges. During her tenure with the DOF, she testified before the Legislature; served as a member of the senior management team; participated in budget negotiations; analyzed legislative bills for fiscal and policy impact; and researched, analyzed and served as a main point of contact for various policy areas.

Prior to DOF, Rebecca worked with the Department of General Services (DGS) in various capacities beginning in December 2007 and until her departure in 2017. While at DGS, Rebecca worked as a Legislative Analyst, Communications Specialist, and Communications Team Supervisor for the Office of Public School Construction; as Sustainability Manager implementing various gubernatorial Executive Orders as part of the DGS Executive Office; and as Communications and Policy Manager overseeing the Division of the State Architect's legislative analysis, policy implementation, public relations, and administration of professional certification programs.

Rebecca holds a Masters of Public Administration and a Graduate Certificate in Public Policy from the University of Southern California, and a bachelor's degree from UC Santa Cruz.
