Dolores Olivarez, Deputy Director, Licensing Division

Dolores joined the Gambling Control Commission (Commission) as the Licensing Division's Deputy Director on April 6, 2020. Prior to joining the Commission, Dolores was the Operations Manager of the Healthcare Facilities Maintenance (HFM) Program for the California Prison Industry Authority (CALPIA). At CALPIA, Dolores was responsible for the oversight of all operational activities for the HFM Program, including 35 institutions, $161M contract, $56M in revenue, 450 civil service employees and 1,100 offender workers. Before this, she was instrumental in assisting with the formation of the Department of State Hospital's (DSH) Patient Cost Recovery Section (PCRS) overseeing the Department's third-party billing and provider enrollment efforts. Dolores brings over 10 years of state government experience in various roles within healthcare administration, operations, and licensing and certification.

Dolores has a Master of Business Administration and Bachelor of Arts in Family and Consumer Sciences, from California State University, Sacramento.
