Interested persons may present statements or arguments in writing or orally at public hearings. Written comments may be submitted by mail, e-mail, or fax, as provided in the Notice of Proposed Action. If you wish to submit your comment on a proposed regulation by e-mail, please include in the subject line "Comment on CGCC File No. …" with the file number indicated below. On September 1, 2026, the Office of Administrative Law (OAL) issued a Notice of Disapproval of the Commission's Advertising rulemaking package. On September 8, 2026, OAL provided their Decision of Disapproval, including a summary of their decision and items requiring more clarity to meet the standards of the Administrative Procedures Act. Commission staff are currently working on modifying these regulations to correct the issues identified by OAL. A notice of 15-day comment period and regulations meeting to address the modified text is anticipated for Fall 2026.

After receiving no comments, the regulations were submitted to OAL for final review on August 3, 2026.
CGCC-GCA-2025-XX	Transactions Cover Letter – Informal Comment Period (9/2/2025 – 10/1/2025) Draft Regulation Text (v. July 14, 2025) Description	§§ 12003, 12068, 12090, 12256, 12311, 12311.2, 12312, 12313, 12316, 12322, 12324, 12326, 12328, 12330, 12332, 12334, and 12336	The informal written comment period ended October 1, 2025. Commission staff are reviewing and considering edits to the draft regulations based on the comments received during the informal public comment period. The draft text will be presented for discussion at a regulation workshop anticipated to take place in Fall, 2026.
