New Executive Director


Stacey Luna Baxter comes to the Gambling Control Commission with over 22 years state service experience, which began as a Student Intern with the Governor's Office in 1993. Stacey will start at the Commission on November 2, 2015.

Since October 2012, Stacey has been the Assistant Bureau Chief for the Department's Bureau of Gambling Control, where she manages the work of the Bureau's Licensing Section, directly participates in the creation and implementation of regulations governing the gaming industry, represents the Bureau in public meetings regarding game and licensing matters, and is a Senior Member of the Division of Law Enforcement's Executive Staff. In addition, since January 2014, Stacey has been a voting member of the Commission's Gaming Policy Advisory Committee.

Stacey has been with the Office of the Attorney General's Department of Justice for the past 14 years, where she has held various positions within the Department, including Administrative Manager of the Civil Law Division and Assistant Budget Office. From 2007 to 2012, Stacey was the Senior Manager of the Department's Division of Law Enforcement's Director Office, where she successfully managed the Division's fiscally complex budget and administrative functions, in addition to managing the Department's California Witness Relocation and Assistance Program.

Prior to serving the Department of Justice, Stacey worked for the Department of Consumer Affairs for approximately eight years, where she held various positions, including the Department's Budget Analyst for some of its larger Boards and Bureaus and Legislative Coordinator.
